Mr. Ross co-founded San Francisco's CityBuild training program with Dr. Laura Luster, PhD. Together, they initiated and coordinated the restructuring of San Francisco's workforce development system, which streamlined the City's employment programs on $3 billion in capital improvement projects.

Richmond Community Based Employment Collaborative / Co-Founder
At the request of community and business leaders, Mr. Ross designed and co-founded the Richmond Community Based Employment Collaborative (CBEC) to help reduce high unemployment among at-risk youth and adults, and to create a "pipeline to employment & training."
